This morning, I was driving in the dark under frigid temperatures. In a well-lit region, my high beams intermittently activated, dazzling the vehicle ahead. What may potentially precipitate this? Black Edition 2021.

Please deactivate that. It is not functioning effectively. I have sufficiently blinded numerous vehicles, hence it is now permanently deactivated.
It is probable that snow or frost is obstructing the sensor. Mine exhibits the same behaviour in freezing or heavily snowy conditions.
